  1. I have not seen a commercially available means to create an interference signal for a stereo. Even if you did create one, it would aggravate you more than your neighbor. If a bunch of your neighbors start calling the police a lot when the noise is loud, they will have to do something. Start complaining to public officials if the police are not doing their jobs of enforcing public nuisance or sound ordinances. You and your neighbors could even get together and hire an attorney to sue them if it still continues.
